91 240 AC compressor noisy / cycles on off rapidly 200

As stated in previous post regarding blower motor problems, I have a new 91 240 wagon. When I turn the AC on the compressor cycles on and off (on for 2 seconds or so then off for 20 seconds) and makes what I can only describe buzzing noises when it is running.

Do these have a low refrigerant pressure sensor? Bad bearing? Are they R12 systems? Any ideas as to where to start would be appreciated.
