I'd say not different, but most typical.

However, it could be as simple as a corroded fuse holder, which is even more typical in a Volvo. Be sure the fuse is not part of a huge voltage drop:



Position 4 is the highest setting, so the resistor is not involved. The overheating is due to sluggish bushings, and perhaps the resulting burned insulation and shorted turns in the armature winding. If you try it on the other positions, the resistor will also become a casualty, if it has not already.
