Hello Ravi

There are two ports on the intake manifold. The unrestricted one is meant for connection to the brake booster and the restricted one, with an orifice, is meant to be connected to the flame-trap. The oil filler cap is supposed to be connected to a fitting on the air-cleaner housing.

The vacuum in the sump does not make sense unless you have the unrestricted port on the manifold connected to the engine somehow.
