Late 240 Starter Question 200

Am still in the process of resurrecting a '92 240 Wagon from the grave, and most of the systems have been given a clean bill of health (relatively speaking) by the guy who's looking her over. The issue that came up was when he put a battery to her, and turned the key, nothing happened. However, when he jumped the starter leads, she turned over. His question to me was whether or not Volvo put some kind of wacky starter interlock in the car---like the Fords which wouldn't turn over unless your foot was on the brake, or other makes in which your butt actually had to be in the seat before the starter would engage. If not, then are there fuse issues that I can address, or perhaps the later models had a neutral safety switch issue? Any direction, from those in the know, would be most helpful. I'm anxious to get her back on the road.
