Lining up the wheel: I don't know. Well, you see it has to be clocked with the cam's dimples where the wipers are at rest position. And you see I put that little sharpie line on the gear in case I had to backtrack!

Fuse blowing position: Key position one is accessory, so the wipers will operate in that one and run position (KP-II) as well. So you can't listen to the radio while you work on the short circuit. Hint: when troubleshooting a fuse-blowing problem, you can substitute a large lamp for the fuse, such as a brake light or a headlight, using jumper wires. It will save the expense of trial and error.
