Jumping Speedometer 700 1992

Upon start up, usually the first of the day, upon turn the ignition to the second position, the dash display actuates and the speedo needle jumps up to the 25 mph mark. On subsequent starts this does not happen. Normal?
Also occasionally have speedo and odometer failure.
And sometimes when parking brake is engaged the OverDrive light will also illuminate.
