Hard Steering 200 1988

Hello

Last Saturday I purchased a 88 Model 240 GL with Auto Transmission.

The car had been sitting for about 3 years.

As I was driving it home, the steering acted normal, as I didn't notice anything un-usual.
After I got it home, I was checking fluids and noticed that the steering fluid was a little low, so I topped it off with the correct fluid.

SInce then, the steering has developed a problem.
The steering is very stiff, and as I turn it, it has some spots in the travel that are harder to turn than others....not a lot, but noticeable....if you can picture what I mean.
It definitely is hard to turn, kinda like not having any power assist at all....almost.

It has a Cam gear steering rack.
I checked the ball joints, and they seem OK.
No fluid is leaking anywhere, and I don't see any agitation in the fluid resevoir when Idling, it seems like the fluid is not circulating .
The PS belt is tight.
The fluid looks clean and OK.

I have a spare rack and pump, but I don't want to change anything until I know exactly what the problem is.

Any ideas?
