Fuel pump relay/ 200

My 91 240 needed a new sending unit so I replaced it and the pump. I did the check through the fuse panel #6 to #4 to check the pump is working and it is.

However, this is what I now notice that may have been going on for sometime:

The fuel pump relay has two coils. If you are looking at it while it is plugged in and hanging down from the plug under the dash, (with the cover off), turning the key to the first position does nothing, then to position #2 the first(on the left) and second coil (on the right) pull in and I the pumps. Then it will start.

When I turn the key to the off position, the second coil on the right will release but the first coil on the left will stay contacted. Is this correct? or should both relays be releasing when the key is turned to the off position?

When I go to restart the only coil that will pull in is the second or right side coil. I also do not hear the pump in the tank on the second restart.

Should I be thinking to replace this relay?
