740 E-test fail NOx 700

My 1992 740 B230 8 valve failed the NOx at 1190 vs 505 pass. I changed the cat (Walker direct fit) and retested. It failed again at 820 vs 505! Everything else was good. Air /fuel ratio at 14.7
The shop is at a loss to tell me what to do. Advice so far is test somewhere else, try hi test gas, add a bottle of engine cleaner.
Any advice would be welcome. I have run about 200 km since the cat change.
The thing that p*sses me off is that in 2013 Ontario will drop the NOx test!
There is no EGR on this car so it can't be that. The motor is going extremely well with smooth power all the way.
