electrical problem/ headlight switch or relay? 700

Upon volvosteels suggestion I took of the cap of the headlight relay to watch what was happening. With fuse #5 out, the ignition to the on position (II), and the headlight switch off the relay was not making contact. Then turning the headlight switch on the relay made and held contact.
With fuse #5 in the relay made and held contact as soon as the fuse was put in.

Another thing I found was that the #5 fuse socket has 12V power to it with the key out of the ignition.
My brother took a look with me and thinks,possibly, that the wire going to the fuse #5 port is getting connected to the headlight wire or something along those lines.
