MCC Mess 700 1991

Okay all, ive got two MCC units and still cannot get my A/C compressor to work properly. Ive replaced the wire from the low pressure switch to the compressor as it was shorting out, now i can kick the compressor ( from battery ) on by jumping the switch or in this case ive tied the lower pressure wires together.
Ive got 12 volts but no kick on, resoldered both MCC boards and still nothing. IM NOT EVEN SURE WHAT POSITION THE BUTTON HAS TO BE IN TO ACTIVATE since i just purchased this car and the previous owner was an idiot and just got in and drove the car didnt remember much.
I understand there is a time delay, so what position does the button have to be in?
