How to fix cracks causing floorboard leaks? 200 1993

Hello, how can I fix small cracks which are allowing water in to the driver's side floorboard? One crack is in the driver's side footwell above where the hood release cable passes into the engine bay.

Also, how can I fix a small rusted-through section of the floorboard? The area is shown in the pictures below. The rusted metal is in place, but is soft and brittle.
