Regina O2 sensor 700

The Regina O2 sensor is supposed to be titania, and has a variable resistance to O2 concentration, as opposed to variable voltage output for zirconia types. When checking it there was a reading of 1.2V with the output lead disconnected. Where does this voltage come from ? The other 2 leads operate the heater I believe.Also, is the NTK25002 the correct item?
