blown #11 and #12 fuses after new A/C compressor and taillights 200 1993

Been driving the car around for a week with my fancy new A/C and shiny taillights... tonight got in the car and the shift button/shiftlock wouldn't engage. I checked the fuses -- 11 and 12 were toast. I put in a new 11 and 12 in there was this loud electrical spinning sound coming from the general area of the A/C compressor. Then both fuses blew out again a minute or so in.

I then dis-engaged the shift lock within the shift assembly, put back in the blown fuses, and it ran fine with A/C, but no windows (maybe #7 was doing its job?).

Any ideas?
