high idle after IAC cleaning 700 1992

Hi All,
Stumped on this one. Insanely high idle (like 3000rpms)= double checked all the hoses and clamps. Swapped out the IAC for a known good one off the shelf - same thing. Disconnnected cruise cable in case it had gone bonkers - same thing. Then I took the IAC out of the loop by disconnecting it at the intake bellows and at the intake manifold and plugging every thing up - same thing. How could air be getting in there? Throttle plate is closed and TPS is clicking properly. I didn't even touch the TB, just the IAC. I noticed the vacuum line had fallen off the back of the Cruise control activator and I plugged that back in and other than that all I touched was the IAC and the hoses. How is this racing happening? Any ideas welcome. This is a turbo btw.
