What did I do?? 200 1980

While completing the front control arm installation I wanted to check lock to lock clearance so I started the engine and using a pair of channel lock pliers (steering wheel is removed.) While moving the pliers I managed to touch the outer housing while grabbing the center shaft and the engine instantly shut down. Then engine will not restart. I have checked the fuses and all are good. I have spark. I don't hear the fuel pump - but I don't normally hear the fuel pump. With the fuel pump relay in my hand I cannot hear or feel anything going on while cranking the engine. Up to this point I have run the engine at least an hour with the dash removed, is there any type of fuel pump cutoff that I could have triggered by shorting the inner shaft to the outer housing?
