ACC not working 700 1989

hello-
checked FAQ but nothing seems to fit for my problem. the control unit acts as if it is not receiving power-blower motor will not turn on, temperature control doesn't affect the temp of the vents and the vent position doesn't do anything either. A/C and recirculate buttons do not light up. when i turn the lights on the dash lights do light up. fuse OK. is the unit toast?
