If it smells musty, you need to check the carpets for moisture, and check under them for signs of prior moisture.

Also, check the lower portion of all the interior door panels. If the plastic barrier b/w panel and metal door is not installed correctly, rainwater goes astray and the bottom 6" of the door panels tend to go all soft and mildewy. You can cut the worst part away, douse everything remaining with mildicide, and then re-create the lower backing with fiberglass putty and the plastic from stolen campaign signs (Ooh, those are almost in season!).

If the smell is not from moisture, then sprinkle baking soda all over the carpets and seats, rub it around a bit, then vacuum it up. Should help a lot with the aromas left from 23 years worth of prior occupants.
