94 940 twitchy tach/engine is smooth

So my recent purchase is treating me wonderfully! 212,000 miles and she runs like a champ. However the tachometer likes to twitch around. At idle, sometimes it will be at 0 RPMs then twitch back up to 650ish, then to 300 then back to 650 with no stutter in the engine. When the tachometer is acting up at idle, it also acts up while at speed. Say if she is reading 400 rpm at idle, the tach will read 200 rpm or so higher than which it should be at that speed. ex. if im going 70 mph, normal rpm is for me seems to be 2900-3000 rpm, when tach is acting up, which seems to be often, it will twitch around between 3200-3500 then twitch back down to 3000 rpm with no change in the engine. Could this just be a bad connection? Would it be a sensor in the engine, or a connection in the cluster itself? Any tips are appreciated!
