Disconnected alternator sensor? / B20 ground strap 140-160

Going back many years, but that looks like an old radio suppressor. I remember seeing something like that many years ago. They were used to be used to control static heard through the radio. Whatever it is, it did not come with that from the factory.

There should be a braided ground strap that attaches from one of the bell housing bolts and goes to another bolt that is inserted horizontally into the "frame" rail. I believe it is on the left side. The strap is short.
