shuddering brakes 200 1989

Front brakes were “shuddering” somewhat when braking. Front brake pads (PBR brand) look good, have at least 75% left on them.

After installing new rotors, using “old” pads, brakes shuddered still on stopping and when coasting down below 25mph without even touching the brakes.

One said the brake pads already had uneven wear and that is causing the shudder until the brake pads wear down on the new rotors to be flat again and will then stop shuddering. . Reasonable assumption?
