If your leaking fluid you most likely will need a full rack. I have used rack conditioner--stop leak and I have only experience about a 10 success ratio in my shop. Tie rod ends have nothing to do with leaks. and a torn boot is a sure sign that there is dirt in the rack. Bite the bullet and shop around for a rebuilt rack and don't go just for the lowest price. We find JAC racks and Mavel to be the most reliable
