cold start injector 700 1990

"i have ground wire to starter that comes from cold start,but not the positive."

That shouldn't be a "ground wire". The ground wire for the CSValve goes to the ECU, which connects it to ground when engine coolant temperature is below 23°F. The positive wire from the starter sends +12v to the CSValve when the starter is cranking.

That's how it works if the TSB wiring change was applied. Before that there was no wire from starter to CSV (+12v came from common injector source). Also, if the TSB was applied correctly, you should get a permanent 3-2-1 OBD code from test socket 2.

The wire from Starter to CSV tells me that the TSB was applied, but it can't be grounding anything or it would soon burn up. Check for the 3-2-1 code.
