Steering wheel a hair off square after rack replacement. Problem? 700 1990

1990 Volvo GL 740. Rack and pinion done by mechanic yesterday. He doesn't own a lift. The car drives beautifully now, and straight, but the steering wheel is off-center by about 1/8 to 1/4 inch, and if I turn the wheel even slightly to the right, it swings to the right, right away.

When the question of the car needing an alignment following the rack replacement was put to him, the mechanic said he would adjust the toe-in, etc., as close as he could get it and that I probably would not need an alignment.
Today, he says - get an alignment.

I am unused to the car driving so well, and would like input about whether the steering wheel being slightly off is problematic. Thank you. (Also, there is now an oil stain on my solid, but faded, front bumper - anything to correct this?)
