No heat with scan tech heater control valve. 200 1992

Valve seems to move easily between the min and max stops.
Problem is with the 98K which I purchased two years ago.
Cooling system may never have been flushed on this vehicle.

Any suggestion on giving the heater system a good flush? I replaced the coolant pump and timing belt about a year ago. NAPA pump. Do not recall any heating problems last winter, after the new coolant pump was installed.
