cruise control cable stuck all the way out 700 1989

hello-
i was trying to adjust my kickdown cable today after changing the oil and front brakes. i spun the spool a few times, adjusted the cable etc etc and went for a drive and the car wouldn't shift out of 1st gear unless i revved the engine over 4000, and it wouldn't shift into third.
got home to check everything and the cable from the cruise servo to the throttle spool is all the way out and will not go back in even if i try pushing it in. i didn't touch this servo so i'm a bit confused. any ideas?
