Today, after almost 2 months with correspondence back and forth with the IL Secretary of States office in Springfield, IL. I received my vehicle title for my "Barn Find" in the mail. The car is now titled correctly as a 1968 model year 122S P220 wagon. The process was not as bad as I thought it would be, in the end I had to have the car inspected by a local LEO who checked out and verified the VIN number to see if it was stolen or not and against the documentation I had, which included a statement from Volvo Car Corp. Gothenburg (Legal Requirements and Homologation) which stated that the P220 "Amazon" Estate was Model Year 1968.
