Main lamps went out after using cigarette lighter for the first time 200 1991

I have a 1991 240 that hasn't had any electrical issues before I plugged a 12 volt usb charger into it yesterday to charge a phone. The receptacle did have power for a time, and I charged my phone while the car was on.

Then I went to leave later and the main lamps won't come on. The parking lamps, break lamps, all others are fine. The high beams also won't come on.

I checked the fuses, all still in tact including #8 which references the lamps. The lamp bulbs are not burned out. I'm stumped here, can someone give me a pointer or two? Thanks in advance!
