Emission test fail - high NOx. Remedy? 700 1990

1990 740 Turbo Intercooler Wagon, 234K miles.

HC limit 130, measured 101
CO limit 0.70, measured 0.51
Nox limit 1522, measured 2168 <-- FAIL

The car has new plugs, plug wires, air filter, oil and oil filter changed. Had 1/2 can of Seafoam treatment, sucked into the brake booster hose and tons of smoke came out the exhaust. Now what?

I didn't notice until after the test, but what I think is a part of the cruise control system, a rubber boot like vaccuum contraption, has a big hole in it. Would that be enough to cause such a huge NOx exceedance or there are other common sources of this failure for this Volvo? Time to bite the bullet and get a new cat converter?
