start inhibitor switch 900 1994

My 94 940 will not start.. I know it's not the battery. No clicking from solenoid starter will not spin. Nothing.. Everything electrical works dash lights are all on..Is there an anti theft device or is it the Start inhibitor Switch .. If its the latter where is it located and how do I fix or enable it .... I looked in the FAQ section but could not find enough info...
