Cabin air 200 1992

This may be a silly question...When I drive I can feel the outside air entering via vents, and I hear a sound similar to that of a fan running on lowest setting, yet my fan is on OFF position, all the buttons are OFF, and the temperature slider control is all the way to the left. How do I prevent cold outside air from entering?
