240 non- starting issue, trouble shooting 200 1992

Thanks for any help that you can give me.

I bought a very inexpensive 1992 240 with a no start condition.
The PO believes it is a CPS due to intermittent issue with starting.

While giving the car a closer look, I noticed the absence of the 25 A fuse on the driver's fender.
Question 1 - Did this disappear in later year 240's?

The plugs were a bear to get out, looked fairly clean, BUT were gapped about .040.
The distributor cap was worn and pitted as was the rotor. I replaced plugs, cap and rotor.
The Bougicord wires appear to be in good shape, no apparent cracks in rubber.

I started to troubleshoot by Bentley table c in section 200.

Starting with fuel pumps.

There are no apparent leaks.
There is no pump hum when the key is put into position II. It got late, I retired to RTFM a bit more and plan to pick up the troubleshooting this afternoon.

I plan to bypass the fuel pump relay at terminal 30 and 87 (red - yellow red)in order to find out if it is the relay or the pumps.

Question 2 - Does this jumper wire need to be as mentioned in Bentley, with 20 A fuse and toggle switch? Or can it be something more simple?

I've perused the older posts for info on this. Lucid has walked so many people through various model years I feel like I should know this by now.
