kickdown cable removed 700 1989

hello-
i removed kickdown cable while waiting for an opportunity to replace it. while it does shift better, i am still getting pretty late shifts. will not shift into 3rd under 40 unless i completely let off the gas at around 35. will not shift into OD under about 55, unless i left off the gas around 50.

it always shifts down from OD to 3rd when i slow to a little over 40 mph, where i again have to speed up to 50-55 to get back into OD. the shifts are a little hard sometimes, especially between 2nd and 3rd. generally if i am accelerating all the way through the shifts are pretty good. the downshift at 40 is generally harder than i would like.

transmission fluid is at the correct level and is in good condition. what's the deal here? one thing i noticed is that the throttle cable is a little slack and it doesn't seem to make a difference where i adjust it.
