How to test my Fuel pump relay 1987 240 200

Working on my 1987 240 and currently the car wont start but turns over strong. I first noticed the car choking out a bit while driving on the highway, city driving was fine. the next morning the car started up and then died down the street and would not start again. I first thought my relay had gone bad after jumping the relay with the 4 and 6 fuses and the pumps turned on. Went to the local pick and pull and got a relay and I still cant get the car to start. So It is either another bad relay or I have something else going on. I'm hoping the relay is a good place to start, but is there is something else I can test? Is there anyway to check if both relays I have are bad, I have pulled off the relay cover and the relay board looks good. Any help would be appreciated.
