'87 240 odd turn signal issue 200

Yesterday my front left turn signal stopped working, I figured the bulb was out and got a replacement. Today, while replacing the bulb i noticed the old bulb looked fine, and indeed when I put in a new bulb it still doesnt work. So i figure it must be a loose connection somewhere and i pulled out the ol' voltmeter. Now here's what's odd; i checked the bulb housing with the voltmeter while the turn signal was on, and it was getting power. I tested it against the working front-right turn signal and the readings at the housing were the same.

I feel like i'm missing something that should be easy here; there's power at the housing, the bulb is good (i've tried multiple bulbs that work in the front-right signal), the bulb looks to be well-seated in the housing, yet still it doesn't work. any ideas?
