Update - the $3 Toyota oil drain pan bolt was a perfect fit. The converter was by no means a good fit at the downstream end but with a tailpipe expander and some cutting and welding, it went together. The upstream end fitted perfectly to the flange and gasket. It's now ready for the emissions retest.
