Need help with Idle Air Control function 700

I am trying to diagnose a problem with my IAC on my 87 760 turbo. I have a very high idle, but have checked and swapped the IAC and it is working properly...Hence the problem is not the IAC itself. The electrical connections are good as well. My question is: What causes the computer to open and close the IAC valve ? Mine is being told to stay open all the time by the computer ? Does the Throttle Body Swith influence the IAC ? Any help would be appreciated.
