VIN Help 120-130

"Unfortunately that doesn't seem to work either, they're saying that I have to have a 17 digit VIN..."

The 17 digit VIN, with it's fairly strict format of letters and numbers, was not required in the US until the 1981 model year. Someone at the DMV knows how to handle this problem, otherwise it would be impossible to title a pre-1981 vehicle in the state of Texas, and we know that's just not the case. The bottom line is that there is no 17 digit VIN on a 67 (or any other year) Volvo 122S.
