ABS overvoltage fuse blowing 700 1992

The overvoltage relay (or transient surge protector, depending on your preference) has a 10 amp fuse in it. It keeps blowing as soon as you install it. Could this be a problem in the relay itself, or do I have short somewhere between the battery and the relay? Any tips for diagnosing this? Thanks
