Best tools & tricks to remove recalcitrant starter bolts 1800 1969

What are the best tools and tricks to remove recalcitrant starter bolts on my '69 1800S?

Exact sizes, type of tool/attachment, and instructions for a bloody beginner would be most appreciated.

I must be doing something stupidly wrong at this point and am willing to buy the proper tools. PB Blaster alone is not enough for the top and bottom bolts. The one holding the wires was no problem.

Any tips when I replace the starter so I don't have to deal with this again?
