Fog Lights vs. Driving Lights - Glass Paint?

Got a 1995 940 Wagon. Has square holes in the lower bumper for a rare Volvo/Hella foglight kit.

Lost one, removed the other when I converted the car over to 960-style glass e-Code lenses which have integrated foglights.

But.. managed to source and replace the broken/missing lower bumper fog. Not too fond of holes in the bumper and since I have lights ready to go... I wonder if the lower fogs could be painted amber and function as driving lights...

So real question is this: are amber driving lights fundamentally different from foglights?

If not, can I successfully paint the lower fog glass lenses? If not... why?
