2-3-1 troubleshooting fun! 200

Ok, I have had the error code of 2-3-1 for a while now, just was able to take a voltmeter to the oxygen sensor today, and found that it is reading rich. (.7-.9 volts) My AMM seems to be working correctly, when I pull it, the revs drop drastically, my fpr does not seem to be leaking, my air control valve seems to operating correctly... Where do I turn from here? Did a compression test today and all is good as well... I don't have anymore ideas.
