Fuel pump runs and runs 200 1990

I have an issue with my main fuel pump. When I turn on the key it runs until I start the car. My 88 runs for a split second and then shuts off.

The fuel pressure regulator was just replaced because gas was leaking into the vacuumn line. Idle improved but it seems odd the main pump just runs til I start the engine.

Any help is appreciated.
