Rear de-froster only works partially 200 1983

Hello all,
On my 83 240 and also on my 91 240 the rear de-froster
only heats up the top five rows of elements across.
All else below those never heat up. Is there some
quick fix for getting the connection to work on all
the rows of elements?
Also, on the 91 the rear de-froster switch stays on
until the car is turned off. As a precaution I turn
the car off before my destination, then back on
so as to not damage anything with that switch staying on.
I am thinking that that switch stays on because the
de-froster does not reach its proper temperature because
of the broken connection somewhere.
On the 83 model the switch is manuel and must be turned off
at the switch, as opposed to the newer 91 model which
is supposed to switch itself off when it reaches it proper
tempterature.

FYI- I did my first timing belt and water pump last week
and all is well....thanks for the advice.
