Terrible Windshield Wiper Shudder/Skip 200 1993

I'm sort of at my whits end dealing with a wiper shudder and skipping issue. They skip in both directions. I've tried bending the arms both ways to get it to stop, but to no avail. Also, I've cleaned the windshield with Dawn dish washing liquid, Bon Ami, Purple Power, and scraped it down with a razor blade without any change.

I used to use Rain-x wiper fluid, but currently have the plain blue stuff in there.

I'm running Bosch blades, but it did the same thing with a set of Michelin blades.

I'm running out of ideas here. Anyone else ever deal with this on a 240?
