Bad connections are usually the culprit in my years of tracking down electrical gremlins, rarely a component failure. The factory wiring diagrams for the car are invaluable in fault tracing. Does the relay have voltage at its #30 terminal (constant battery 12V)? If so, then it seems - based on all the stuff you have replaced - that it comes down to an open connection in the wiring to the ECU or faulty ECU.
