Horrible gas mileage with 960 sedan 900 1996

Hi. About a year ago, my 1996 960 sedan started getting really poor gas mileage, 10 to 12 miles per gallon city. It's not too bad on the highway, at about 23 mpg. I have taken it to two shops, and they don't have any idea what could be causing it. I used to get around 16 mpg city. It is tuned up, and it has good coil packs, fuel filter, and air filter. Does anyone have any idea what could be being missed?
