Steering Firm Spots? S90-V90

Hey Guys,

Not sure if anyone has felt this problem before, but basically all of a sudden this winter I felt my steering wheel has firmer spots as you turn the wheel. The firm spots are in the same spots all the time.. Its same when car is stopped and moving.

Little about the car.. 98 S90 422k km ... Most suspension parts are recent such as tie rod ends..

I was thinking to flux my power steering fluid, I read this problem could be a sticky steering rack valve.. The problem is worst when car is cold -10C... It gets better when warmed up but not by much.
