Seat Belt Light Puzzle 200 1979

Neither the green book nor Haynes manual I have for the 240 has a diagram of the wiring for the seat belt reminder light on the console and in the rear seat above the ash tray. The problem I am having is that both lights are on whenever the key is in the ignition. It doesn't matter if the engine is running or not. The lights are always on. Any ideas about what may be causing this? Without an adequate diagram, it is difficult for me to troubleshoot.
