Having issues with hard steering/ full power steering fluid tank. 200 1990

Hi guys,
I was driving home from a Vermont ski trip the other day and while exiting the interstate at a good speed realized my steering had somehow gotten "hard". Defiantly made for a interesting turn, luckily i made it fine and was close to home at that point. So last night I checked the fluid level and realized it looked rather full and seeing that it was a long trip decided to hit the sack and try to figure it out today.

This morning I took it for a spin around the block to check it out. Still stiff steering and when I was driving so I clean and lubed the U-joints and tried it agian. Defiantly better but still not right. So after this second trip I remember that the fluid looked high last night so I was going to check it again. Well there was fluid leaking all over from the cap, enough even to be dripping on the ground. I clean it up and check the fuild, and it is about at the top of the tank.

So now my thought is maybe my steering has also been a little stiff and thats why cleaning the U-joints helped, but i think something else is wrong. I felt the belt running from the steering pump and it moves freely, is this right? and could a bad pump cause fluid to back up in the tank? I think at the least I need a new cap as this one doesn't seem to have a gasket, or possible I droped it out last night and didn't see it.
